Mr. Insco
has been a lawyer over 30 years. He is presently in the general
practice of law in St. Joseph, Missouri, where he handles a wide
variety of cases including criminal defense, family law,
contract law, and personal injury. He has also provided
technical assistance consulting to judicial agencies such as
courts, prosecutors, correctional institutions, and private
firms who support them.

Mr. Insco was elected to three terms as Prosecuting Attorney of Buchanan
County, Missouri, a post which he left in 1990, to enter private
practice. He still serves as a Special Prosecutor in the
State of Missouri, on occasion.
He has served as a faculty member for the National College of
District Attorneys. He has lectured for the National Victim
Center, Washington DC, the National Organization for Victim
Assistance, Washington, DC, the Association of Paroling
Authorities International, the American Restitution Association,
and the American Probation and Parole Association. He has also
lectured for the FBI at its training unit in Quantico, Virginia.
As prosecuting attorney, in 1977, he started the first
victim/witness assistance program in the four state region of
Missouri, Kansas, Nebraska, and Iowa. As prosecutor, he
initiated many new and innovative programs which attracted
national and regional attention, including: a state-wide
computer program for Missouri prosecutors, the first criminal
anti-trust conviction in Missouri, the first welfare fraud trial
in Missouri, and a multi jurisdictional drug strike force which
became a model for state-wide use.
During his tenure as Prosecuting Attorney he served as president
of the Missouri Prosecuting Attorneys Association and Chairman
of the Missouri Office of Prosecution Services.

He served as statewide chairman of the Victims' Constitutional
Committee, which authored and lobbied for, Missouri's
Constitutional Amendment for Victim Rights, one of the most
comprehensive victims' constitutional amendments in the country.

He graduated cum laude from Missouri Western State
University and
cum laude from the University of Missouri at Kansas City School of Law, where
he was a recipient of the Victor Wilson Merit Scholarship and
law review qualified.
